The university's policy is based on expanding and taking advantage of the opportunities available to Helwan University to expand and excel in the fields of education, studies, research, environmental service, and active interaction with the local community. As well as technological modernization so that coordination and integration occurs between the technological needs of various colleges and specializations, as well as maximizing the returns from the technological systems available to the university, such as libraries, laboratories, information centers, communication systems, and others.

Within the framework of the general orientation of the state in all its sectors towards digital transformation and working to develop the spirit of innovation and the knowledge economy in a way that supports achieving the goals of the sustainable development strategy (Egypt Vision 2030), and since the higher education system represents the locomotive of the state responsible for building the human element qualified to produce and invest various knowledge in a way that achieves development. Within this framework and in continuation of what was accomplished in the university’s second strategic plan (2015-2020), the strategic plan for Helwan University (2021-2025) was prepared in light of the following:

Government strategy for developing higher education in Egypt (2015-2030)
National Science, Technology and Innovation Strategy 2030.
Science, Technology and Innovation Incentives Law No. 23 of 2018.
Digital transformation of universities: transforming Egyptian universities into smart universities.
Orientation towards fourth generation universities.
Evaluating the performance of implementing the university’s strategic plan (2015-2020)

The regulatory framework for preparing the new strategic plan (2021-2025) was developed by the university’s strategic planning unit, and it was presented and discussed by the higher committee for managing the university’s strategic plan, which includes representatives of the university’s senior management (Mr. President of the University, Mr. Representatives, Mr. Secretary General of the University) and Mr. Advisors to the University’s President for Quality. Strategic planning, international agreements, training, the deans, representatives of the various academic sectors, and the directors of the university’s strategic entities. Eight working committees were formed to prepare a proposal for the university’s new strategic plan in coordination with the strategic planning unit. All the committees’ outputs and components of the proposal were presented and discussed on an ongoing basis in the Supreme Committee for Managing the University’s Strategic Plan. And with various concerned parties during the period of preparing the plan, leading to the final document of the university’s strategic plan, which was approved by the Helwan University Council at its session No. (506), held on Tuesday, 2/23/2021.
