Foreign missions (a mission outside the country for the purpose of obtaining a master’s or doctoral degree from a foreign university. Registration and discussion are done abroad. The duration of the mission is according to what is stated in the announcement. The duration of the mission is continuous and does not need to be extended, and it is extended after the end of this period).
Joint supervision missions are a mission to obtain a doctoral degree, and there are Egyptian supervisors in addition to a foreign supervisor in another country. The envoy spends part of the mission abroad as determined by the General Administration of Scholarships, and part inside, and the discussion takes place inside. The duration of the mission is five years from the date of registration.
Collecting scientific material are short-term missions to conduct pre-doctoral research, training, or acquire skills (3-6 months).
Delegation to some universities at home, such as the Egyptian-Japanese University of Science and Technology in Alexandria, which may include travel abroad.
Applications for scholarships are made when the application window opens, whether through the competitive system (candidates compete at the level of all universities and research institutes) or through the university’s specializations - through the website of the General Administration of Scholarships, the conditions that must be met for scholarships every year.

- The General Administration of Scholarships undertakes nominations for these scholarships. The Administration receives the names of the candidates and informs the colleges of the names that have been chosen in order to complete the nomination papers and complete the opinion poll forms.
Delegation to foreign missions:-
The administration receives a letter from the General Administration of Scholarships reserving a place for the student at the university where he will study, and the college is informed to provide us with the opinion of the department and college councils on sending the student.
After receiving the college’s opinion, a transfer note will be made for the student according to the duration of the scholarship based on the place reservation letter.
The approval is sent to the General Administration of Scholarships and a copy is sent to the college so that the student can make a release of the bond, and when setting a date for travel, he must make a leave declaration immediately before travel.
The administration receives a letter from the General Administration of Scholarships stating that the student’s travel procedures have been completed, accompanied by the student’s financial pledge.
The delegation memorandum and financial pledge are sent to the General Administration of Personnel and Faculty Affairs to issue the decision
Extension of the foreign mission:-
1- Sufficiently before the end of the foreign scholarship period, the student sends the extension papers (the opinion of the supervisor of the student abroad, which is a study report on what the student has accomplished - the application submitted by the student) to the cultural office abroad.
2- After receiving the extension papers from the missions, a letter is sent to the college to provide us with the opinion of the department and college councils regarding the required extension. The necessary approvals are taken and the missions are informed to provide us with the opinion to issue the decision.
Granting practical training leave after obtaining the doctorate (for foreign missions and study leaves)
The envoy abroad is granted leave for practical training after obtaining the doctorate for a period of one year without salary, starting from the day following the date of the discussion - in the event that he obtains a grant for practical training abroad.
1- The General Administration of Scholarships will receive information about the date of defense of the doctoral thesis, accompanied by the application submitted by the student and the opinion of the supervising professor, which indicates that he obtained the practical training scholarship.
2- A letter will be sent to the college to seek the opinion of the department and college councils for presentation and to issue a decision to grant him practical training, starting from the day following the date of the discussion, as this day is considered the date of the end of the scholarship or leave.
4- The approval is sent to the General Administration of Scholarships and a copy is communicated to the college.
Termination of the foreign mission and study leave.
The envoy submits it to the General Administration of Scholarships to prepare a returning envoy’s statement and submit it to the University’s Scholarships Department.
1- A letter is sent to the college to submit the work
2- After the date on which he receives the job from the college, a termination memorandum will be drawn up.
3- The General Administration of Missions will be informed of the date of receipt of work and approval of termination.
4- When the student does not return, a memorandum is issued terminating the scholarship or study leave, and the student and his guarantor are claimed for the expenses spent on him during his studies.
Delegation to joint supervision missions:-
The envoy completes the nomination papers, approved by the Dean, Professor, Dean, or their representative, and stamped.
With the college seal and submitted to the university’s scholarships department
1- Approval of the department and college councils on nomination and travel.
2- A data form in Arabic and English stating (Bachelor’s degree, year of graduation and graduation grade) (Master’s degree, year of completion and grade) -
Names of the Egyptian supervising professors and the foreign supervisor and their jobs - Registration date (College Council - date of university approval for registration) - Specialization
General and precise.
3- Evidence of adding the foreign supervisor to the supervisory committee or registering with the foreign supervisor in the first place.
4- A letter in the name of the primary Egyptian supervisor.
5- A letter from the college stating that the student has never been nominated for any scholarship or scholarship before.
6- Approval to establish a scientific channel between the college and the foreign university.
7- The approval of the foreign supervisor for supervision, addressed to the primary Egyptian supervisor, indicating the title of the research plan and the name of the student.
8- A letter from the primary Egyptian supervisor stating that an agreement has been reached between him and the foreign supervisor on the research plan and its title.
9- The research plan is in Arabic and English and is detailed and signed by both the primary Egyptian supervisor and the foreign supervisor. It includes a statement.

10- A letter from the primary supervisor approving the student’s travel.
The administration receives a letter from the General Administration of Scholarships reserving the place for the student at the university
A delegation and travel note will be drawn up for the student for a period of one year, starting from the date of travel, with a salary disbursed at home and the establishment of a scientific channel for his Excellency, and a certified letter from Prof. Dr/Vice President of the University stating that the student has never been nominated for any scholarship or scholarship before, and a letter stating that the university agrees to establish a channel.
