Growing up.

The Centre was established by decision No. 28 of the President of the Higher Council of Universities on 28 July 2007. The Quality Assurance Centre is a service centre that provides technical support for the dissemination of a quality culture, the application of a quality assurance system for the quality assurance units of colleges, and the qualification of university colleges and programmes for the accreditation of institutions and programmes. The Centre is administratively and technically supervising the Management Systems Quality Unit, which was established in 2015.The centre has its artistic and administrative independence, and reports directly to the president of the university, based in the administrative building of the University of Helwan with the eye of Helwan.

Objectives

1.In accordance with article 308 of the implementing regulations of the University Act No. 49 of 72, the Centre aims to achieve the following objectives:
2.Develop a comprehensive UNU quality assurance strategy with strategic objectives and operational programmes.
Develop the various systems, standards, models and questionnaires used to evaluate the activities of the different University and the performance of the faculties in their academic and administrative aspects.
3.To raise awareness among faculty, university staff and students of the idea and culture of quality, the concept of universal quality and the importance of applying quality assurance and accreditation in education.
4.Raising awareness among faculty members, the scientific and local community and stakeholders of the importance of continuously improving the quality of teaching, learning, scientific research and community service processes.
5.The letter of the faculty member is rooted in the development of his or her professional and personal skills, and mechanisms are put in place to balance his or her rights and duties in accordance with quality requirements and accreditation criteria.

6.To propose a system and criteria for prizes and incentives for outstanding performance in the field of education, research and community service, as well as in various administrative areas in a competitive framework at university level, at the level of colleges, quality assurance units and members of the administrative apparatus.
7.Continuous improvement of central administrative processes at various university colleges and at various levels of administration, contributing to the achievement of the University ' s mission.
8.Develop a policy of training and ongoing professional support for members of the academic and administrative body, students and others in quality assurance and accreditation systems according to needs.
9.Technical advice to scientific and educational institutions and institutes at Egyptian and Arab universities on quality assurance systems and the development and implementation of performance appraisal systems.
10.Establishment of a database of periodic reports and results of surveys that have seen students in the educational process provided by quality assurance units at university colleges to complement and follow up the development system to improve the educational process.
11.Publication and advertising at colleges of the issuances and instructions of the National Authority and guidance in the area of continuous development and accreditation qualification.
12.Training of colleges, programmes, research laboratories and management quality system to obtain local and international accreditation.

Terms of reference of the Governing Council

In accordance with the provisions of article 311 of the implementing regulations of the University Act No. 49 of 72, the Governing Council has the dominant authority over the affairs of the Unit, the conduct of its technical, financial and administrative matters and the formulation of a policy that achieves its objectives in the light of the laws, regulations, decisions and periodic books that regulate them and, in particular, the following:

The Board of Directors of the Centre is the dominant authority over its affairs and the development of its policies that achieve its objectives and has the following:

1. To draw up its plan of action and rules of procedure for the operation of the Centre and to define the terms of reference and the general description of the duties of its personnel at the suggestion of the Director of the Centre.

2. The adoption of wages, incentives and emoluments for employees and supervisors of the Centre on the basis of the proposal of the Director of the Centre, in compliance with the provisions of Act No. 49 of 1972 concerning the organization of universities and its implementing regulations and amendments for employees who are members of the teaching staff. In the case of employees who are not members of the teaching staff, compliance with articles 50 and 51 of Act No. 47 of 1978 concerning the regulations for civil servants of the State and its implementing regulations and amendments, as well as the schedule of wages annexed to the Act, shall be observed.

3. Preparation of the draft annual financial plan of the Centre in accordance with the available means and as a basis for the preparation of the budget, taking into account the proper use of the capacity of the Centre ' s rooms and facilities, which does not allow for the presence of disabled capacity and the operation of machinery, machinery and equipment at an unusual rate, as well as the preparation of the Centre ' s projects and future needs.

4. To consider the periodic report prepared by the Director of the Centre and submitted by the President of the Governing Council every three months for submission to the Rector of the University for presentation to the Council of the University (in addition to the preparation of an annual report on the activity of the Centre within one month of the end of the financial year to be submitted to the Council of the University).

5. To propose the acceptance of grants, donations and contributions consistent with the purposes of the Centre, taking into account the powers of admission.

Consideration of the costing of training courses, technical support provided to colleges (within and outside the university system) and remuneration of experts for tasks assigned to them by the Director of the Centre.

7. The establishment of financial rules for the accounting of clients from within and outside the university, in accordance with the implementing regulations of the University Organization Act No. 49 of 1972.

8. To approve the selection of experts and temporary employment, taking into account the decisions of the Minister of State for Administrative Development No. 24, 25 of 1997, and the periodic books issued in this regard.

9. To agree to represent the Centre at scientific conferences and symposiums and to conduct scientific visits.

10. Establish rules for the conclusion of contracts relating to the treatment of third parties by the Centre.

11. Consideration of such issues as the President of the Governing Council may consider falling within his competence.

12. To consider and decide on all problems and obstacles encountered in the implementation of quality assurance projects at colleges, on the basis of reports submitted by the Director of the Centre, and to endeavour to resolve them in a manner that is not inconsistent with the financial and administrative rules and regulations of the National Authority for Quality and Accreditation.

Composition of the Governing Council

The Governing Council of the Centre shall be constituted by a decision of the President of the University in accordance with the regulations established by the Council of the University. The Governing Council shall be composed of 12-15 members and shall have a renewable term of two years.

The Council of the League shall adopt the composition of the Council as follows: :

The University ' s Higher Quality Committee (to discuss the development of the University ' s quality assurance system) has also been formed.

Main activities of the Centre

1. Organization of periodic follow-up visits to colleges:

The Quality Assurance Centre organizes and carries out periodic follow-up visits to colleges with the participation of a team of quality experts at the Quality Assurance Centre. Periodic follow-up visits are aimed at:

a. Evaluation of the position of the colleges on the continuity of the implementation of the quality assurance and accreditation system, the effectiveness of the quality assurance unit, the implementation of its activities and the dissemination of a quality culture and the issuance of periodic reports.

b. Verification of the Colleges ' Plan for Progress for Institutional/Programmatic Accreditation.

c. Identification of problems or obstacles (if any) encountered by quality assurance units that impede the implementation of their activities and affect the continuity of their role and the achievement of the objectives for which they were established.

2. The University ' s Colleges for the reception/approval of accreditation (institutional/programme) are equipped with simulation visits and interviews with internal and external target groups related to the College.

3. The Director of the Training Unit of the Centre organizes training courses on quality and accreditation standards in accordance with the needs of colleges. Some of these courses are also carried out in cooperation with the Training Committee of the National Authority for Educational Quality Assurance and Accreditation.

Periodic meetings with directors of quality assurance units at colleges and meetings with programme coordinators (at expenses) to follow up on the work and to provide the technical support required to ensure the continuity of the implementation of the quality assurance system.

5. The preparation of guidance forms for several supporting documents and accreditation standard requirements, which are used by the directors of the College Quality Units to guide the preparation of the required documentation.

6. Preparation of the consolidated manual for questionnaires and opinion surveys at the University of Helwan and electronic conversion of a number of them (97) to facilitate their application from target groups, and development and updating of the Centre ' s website with many important models and documents in the field of quality practice and accreditation standards.

7. The Director of the Centre for Quality Assurance and some of the Centre ' s experts participated in the preparation of the strategic plan of the University of Helwan (2020/2025) for excellence in education and learning.

8. The Centre established a Fias general targeted learning output laboratory as a project director of the University ' s strategic plan in November 2016. The purpose of the laboratory is to prepare electronic question banks and tests for senior students at university colleges to measure the extent to which pre-graduate students acquire employment and life skills through their college curricula. This will also contribute to the development and modernization of academic programmes in order to meet the requirements of the labour market.

9. Periodic reviews of college documentation (strategic plan, annual report, self-study, teaching and learning strategies, examination of material and financial resources, quality assurance unit regulation and work plan, other quality documents and documentation supporting accreditation criteria).

10. Coordination of the reception of external review visits, whether for colleges, programmes or the administrative body, to renew the ISO certificate.

Technical units in the administrative structure

Technical units in the administrative structure of the Quality Assurance Centre:

The Centre has six substantive units: training, follow-up and technical support, performance measurement and evaluation, statistics and information, dissemination and advertising, and the Management Systems Quality Unit. The Director of the Centre proposes the names of the director of each of the six units from among the faculty members selected from university colleges with experience in quality, practice and accreditation criteria, to be appointed after the approval of the Rector.

Each of the substantive units has the following terms of reference and activities:

1. Training Unit:

Preparation of training needs study at the college and university levels for all target groups.
Development of training programme plans, forums and workshops for quality assurance systems and accreditation standards and their follow-up according to a time plan at the university and college levels and identification of qualified and specialized trainers for each training programme.
Training of trained staff at university colleges in the application of quality assurance systems and accreditation standards.
Coordination with the National Authority for Quality Assurance of Education and Accreditation in the organization and conduct of some training programmes for faculty members and leaders either at the headquarters of the Centre or at a university college.
Measurement of the impact and yield of training and preparation of the final report of its results for presentation to the Director of the Centre.
Training of teaching staff, associate staff and students to apply for projects in support of innovation, excellence and development projects.
2. Follow-up and Technical Support Unit:

Provision of technical support to managers of quality assurance units and executive teams of units at colleges in accordance with requirements and in the light of the results of the periodic follow-up visit reports to ensure the continuity of the implementation of quality assurance and certification systems for accreditation.
Provision of technical support to colleges receiving development projects and review of periodic technical reports to funders, in order to support the implementation team and to ensure that the project is well-functioning and that its objectives are achieved.
3. The unit of measurement and performance appraisal:

Assessment of the current position of the Base line status to advance the accreditation of the National Authority for Quality Assurance of Education and Accreditation.
Periodic evaluation of the performance of quality assurance units (questionnaires, periodic follow-up visits of experts to colleges).
Examination and review of annual reports and self-study submitted by colleges and educational programmes.

    Evaluation of the institutional performance of the University and colleges and follow-up on the development of performance indicators. Preparation of final reports.

The number of quality assurance units established at the University of Helwan in the period 2007-2015 is 22 units, each of which has a quality assurance unit (21 colleges and institutes). These units are subject to periodic follow-up and review by the quality assurance centre experts through visits organized by the Centre each study year to ensure the continuity of the implementation of the quality assurance system in accordance with the standards of the National Authority for Quality Assurance of Education and the accreditation of Egypt.
