External and internal secondments and the total scar to the faculty according to the QF-02/CRO/PR-01 model
A member of the teaching staff must perform an effective three-year period of service beginning from the date of his appointment to the university before being seconded abroad in strict conformity with article 90 of the University Organization Act No. 49 of 1972, with the understanding that the child ' s leave shall be counted within the three years of his or her actual appointment to the post of teacher in accordance with Council of the University Decision No. 431 of 12.30 p.m. 2014.
In the event that a member of the teaching staff is required to take three months ' unpaid leave for failure to complete the three-year period of the post of teacher prior to secondment, this period shall be within the 10-year period in accordance with Council Decision No. 362 of 28 April 2009.
The loan is renewed from the fifth year to the tenth year. The rate should not exceed 40% and should not obscure the loan of any new member of the department.
The College compiles and decides applications and sends them to the Department no later than 1 July, after which the Department begins its consideration of the renovation.
At its 332nd meeting, on 28 January 2007, the Council of the League of Arab States decided:
The obligation to lend is within 40% of the teaching staff of the Scientific Department.

The Higher Council of Universities has decided as follows:
The secondment of a teaching staff member shall be for a period of two years, renewable up to six years, and may be extended to 10 years on the basis of a decision of the Minister of Higher Education, with the approval of the Departmental Council, the College and the University Council, without prejudice to the proper functioning of the educational process.
The total duration of secondments, scientific assignments and full-time leave may not exceed 10 years for the duration of the term of office of a teaching staff member, in accordance with article 91 of the University Organization Act No. 49 of 1972.
In cases required by the national interest, the term of 10 years may be waived if the teaching staff member holds a position in an international organization or is engaged in a command position in the University to which he or she is seconded (the Rector of the University, Vice-President of the University, Dean of the College) in accordance with the decision of the Supreme Council of Universities at its meeting of 5/1/2012.
Not to allow the assignment or secondment of a leading teaching staff member (dean of a department head) before relinquishing the position he holds in accordance with the decisions of the Higher Council of Universities.
Not counting the visiting professor ' s tenure during the actual three years since he was assigned to a teacher ' s position on this loan.
A scientific mission may not be converted to secondment before the expiration of a period similar to that previously served by a member of the scientific mission, but may be converted to special leave without pay to accompany the spouse without a similar period having elapsed.
It should be borne in mind that a member of the teaching staff does not lend or take special leave without pay to accompany the spouse before the prior approval of the university.
A seconded faculty member will take over his work at the College as soon as he has completed his authorized secondment.
On 24 July 2016, the Vice-President of the University, Mr. Dr., agreed that the work of the seconded teaching staff and returnees would be taken up for final return and that they would like to take up their work before the expiry of their authorized loan period, which would be through the College and would only provide the Department with the confirmation that they would receive the work, which would be written down as to how they had been received the job.

The Council of the University decided at its 381st meeting, on 11.30 a.m./2010:
(The members of the teaching staff assigned to serve as full-time experts in the Ministry of Higher Education and Scientific Research, as well as those working in cultural offices abroad, shall be considered to be on official assignment not counting the duration of the assignment within the years of secondment.
On 25 August 2012, the Supreme Council of Universities decided not to renew any member of the teaching staff of universities and private institutes until a receipt had been received from the secretariat of the Supreme Council of Universities stating that the benefits approved by the Council had been paid.
15. The Supreme Council of Universities decided to amend the previous decision of the Supreme Council, adopted on 7 June 2014, as follows:
Approval of the calculation of the years of assignment or assignment of the teaching staff to the higher education project units of the Ministry of Higher Education or assigned to the Ministry or to the secretariat of the Supreme Council of Universities for leadership positions or other State universities in order to extend their original work and not counting the years of secondment while enjoying all their legal, material, medical and insurance rights.
The staff members of the teaching staff are assigned to both the development project management units of the Ministry of Higher Education and other government universities, as well as cultural advisers abroad, when applying for academic degrees.
16. On secondment of a teaching staff member returning from a study leave/external mission/scientific mission, a licence may be granted only after a similar period of time has been spent on the mission or reimbursement of expenses incurred in accordance with article 24 of the Mission Act No. 124 of 2020.
17. Article 84 stipulates that "The members of teaching staff may be assigned to work for a specified period from a university to one of the governmental universities or those to which they contribute or to the institutes attached to the Ministry of Higher Education, or to one of the State ' s non-governmental universities ... The assignment shall not be considered full-time for State universities or those to which they contribute or institutes subject to the Ministry of Higher Education to be subject to secondment."
Article 121 of the Law on the Organization of Universities, as amended by Law No. 1 of 2022, stipulates that "the members of full-time teaching staff may be assigned or seconded in accordance with the rules established by the Higher Council of Universities in order to ensure the proper functioning of the work."
