Helwan University Brings Together Arab Judges and Researchers in International Conference to Shape the Future of Digital Judiciary

In an academic scene that unified Arab and international expertise under the roof of Helwan University, the prospects of digital justice and the future of remote litigation were explored. Over two days of intensive work and fruitful dialogue, the Faculty of Law launched its first international conference, celebrating three decades of academic contribution. The event was attended by prominent judges, researchers, and legal experts representing leading judicial bodies and Arab universities.

The conference reflected Helwan University’s commitment to legal innovation and its determination to play a leading role in the digital transformation of justice.

The event was held under the patronage of Dr. El-Sayed Kandil, President of the University, Dr. Amal Lotfy, Dean of the Faculty of Law, with the presence of Dr. Emad Abu El-Dahab, Vice President for Graduate Studies and Research, and Dr. Hossam Refai, Vice President for Education and Student Affairs. It was supervised by Dr. Osama Hamza, Vice Dean for Community Service and Environmental Development, and  the conference rapporteur.

The conference featured a distinguished participation of 11 senior judges from the Board of Grievances in the kingdom of Saudi Arabia , as well as the presentation of 20 academic papers from various countries. These included two from Jordan, one from Iraq, one from the UAE, and one from the Saudi Board of Grievances, enriching the discussions with diverse international perspectives.

Dr. El-Sayed Kandil, President of Helwan University, emphasized the university’s strong interest in keeping pace with digital advancements across all fields. He stated that holding this conference is a translation of the university's vision to support the digital justice system and develop the legislative and judicial infrastructure to meet modern standards. He noted that the wide participation of judicial bodies and Arab universities reflects the prestigious status of the Faculty of Law at Helwan University both regionally and internationally.

Dr. Amal Lotfy, Dean of the Faculty of Law, highlighted that the conference serves as an important intellectual platform for envisioning the future of electronic justice. She affirmed the faculty’s commitment to offering academic and practical contributions that support the digital transformation of justice. She added that the efforts invested in preparing the research and discussions resulted in precise recommendations that will help shape the future of remote litigation in a way that preserves litigants' rights and enhances the effectiveness of justice.

The conference saw active participation from professors of the Faculty of Law at Helwan University, including former deans and visiting scholars abroad, who judged the research either in person or via Zoom. Representatives of the State Lawsuits Authority and the State Council also participated, including:

They presented a specialized seminar on the practical aspects of implementing remote litigation, sharing their experiences and discussing major challenges facing the modern system.

At the conclusion of the conference, three winning research papers were honored—one from Jordan and two from Egypt—after thorough evaluation by scientific committees. The conference also featured captivating performances by the Capital Choir of the Faculty of Music Education and students from the Faculty of Sports Science for Girls, which were met with great admiration.

The conference concluded with a set of key legal and scientific recommendations, including:

The need to update procedural laws to permit remote court sessions while ensuring public access and the right to defense

Regulating electronic evidence rules

Ensuring the confidentiality of judicial data

Enhancing the digital infrastructure of courts

Training judicial and technical personnel

Adopting digital identity systems and electronic signatures

Conducting regular cybersecurity tests

Developing contingency plans to handle technical failures

This conference marked a qualitative leap in discussing the future of digital justice and reaffirmed Helwan University’s position as a leading research and legal center capable of spearheading scientific dialogue on justice in the digital age.
